SSO and Cost

I can see that Plus/Premium Accounts allows 20 members, and an additional of $9.99/month. When integrating with an SSO that has 1000 current members will the account be billed for the 1000 SSO members? or only for the 20 or less members that has collaborator access to the application? Thank you!
