Looking to provide access to apps to external users without buying licenses or provide full access to the underlying data.
We are looking to use the app as a data collection tool. Could someone provide some insight on this topic?

Welcome to the community.
If I understand you correctly, you want to make access to your app available to external users? Presently, it isn't possible to share with anyone outside of the Team, such as public access.
To share, you'll need to add individuals to a Team. Once they're in the Team, either as an admin or a member, you'll be able to share the app with them.
